since he only has 3 fingers and a thumb I think he is just in his "think" position, much like Winnie the Pooh when he puts his finger to his head.

I agree with bj.. fairly sure that is "think pose".
More importantly, why does he NOT have a navel or male parts (as clingy as those pants seem to be)?
He must be a closet drunk because just look at that beer belly! Maybe he's not really "goofy" after all, he's just been drunk all these years. Probably stems from *ahem* feelings of inadequacy.
